Capital One Financial Corp.’s massive data breach could have a ripple effect throughout the cyber liability insurance marketplace, say experts. Capital One itself is expected to face significant liability from consumer litigation as well as state and federal regulatory authorities’ actions as a result of the data breach that affected about 106 million U.and Canadian individuals, say experts.
